It’s pretty good with high intelligence, but moonveil and deaths poker and generally better for similar builds. It’s the weapon that enabled me to kill the elden beast. I had a shield + hoarfrost stomp sword for the whole game. Radagon and the beast just seemed impossible. That weapon really helpede. After the last patch (1.07), the Helphen's Steeple AoW lasts 60 seconds and adds 110 Magic dmg and 80 Forstbite buildup, making it better than DMGS in terms of pure AR (considering both weapons after the respective AoW buff).
