I personally don't play anarchy gaige. I just chain discord and use my hail to wreck some face. I go through the air strike skill in ordered chaos, then all the way through LBT, and the rest of my points go in BFF. It doesn't have the brute power of an anarchy build, but its still pretty powerful and I don't have to deal with getting stacks back.

In the field, you can gain "free" anarchy by shooting things that break, like ice chunks, skag piles, stalker pods, pottery jars in Tiny Tina's DLC, etc. Must use something like a Jakobs shotgun that must reload every shot.
