In your video driver settings you have the option to select the type of scaling for lower resolutions. Example in Nvidia case: Imgur link. In your case, you'll want Aspect Ratio to be selected. However, it doesn't always work, so you might need to tick that Override option. Make sure you run the game in fullscreen.
