The chest is what we call a merchant chest. It contains the inventory of a nearby merchant (this cas the Dawnstar khajiit caravan) so that the game knows what that merchant has available for sale. Ordinarily they are buried in the ground, but a few of them are accessible. This is the most famous one.

Hi there!!! I'm one of those people who know about the hidden merchant chest in Dawnstar. Once you empty it for the first time, it won't get new stuff until you look at the inventory of the Khajit merchant who shows up just outside of Dawnstar every so often.
