You may need both.I would make sure that the clutch and brake circuits are both grounded at the ECM. After that check continuity on the jake circuits from the switches to the ECM.I have seen where the clutch pedal / foot brake pedal need tp be touched by foot to re engage/ reset the cruise and jakes . Try this going down the road , get up tp hwy speed , tap the clutch pedal where the free play is and then set cruise and see if it will work . The cruise and Jakes may just work . Good luck

When I decel on a hill the EB with pulsate when around 2100 rpm, it comes on strong them backs off, comes on strong then backs off, when it gets down to about 1600 or so it settles down.
