It wasn't a fixed chance for all traits, different congenital traits had different inherifance chances. Attractive, Strong, Quick and Genius all had 15% per parent. That said, making it hard is kind of the point. Stacking positive congenital traits is powerful in both games so it shouldn't be trivial to achieve. As is, it is trivial in CK3.
