A lot of heroes don't need full e60 but only need some nodes engraved. Rosaline wants e38 for atk and haste, and 44 for Dodge and Crit if you have her SI30. Daimon wants e38 foe atk and pp but he's kind of low priority. Ainz used to be one of the first to get to e65 for atk but he's falling out of the Meta so I'm not sure what his priority is ...

Awakened priority (after Belinda) depends heavily on what you prioritize and the overall state of your account. Every hero has codependencies. When you have a newer account and want one hero to solo carry, Thane is massively impactful. Baden is the opposite; when you have a deep roster, Baden is the best at pushing a stacked team to the next level.
