Game offers aren't tracking completion. I completed the Puzzles & Conquest offer today, but the rewards are not pending. What's strange is that the other tiers of the offer did credit me. Only the final two levels (23 and 31) did not credit me. Two weeks ago, I contacted Swagbucks when I completed level 23 and my credits did not pend.
