Undetectable firearms under federal law are illegal, but not if the firearm is a frame/receiver. Under state law, a completed P80 lower isn't a firearm because it can't fire a projectile. Since it's not a firearm, it can't be an undetectable firearm. In both scenarios, if you completed a P80 and it didn't have 3.7oz of steel, it would be illegal.
