I don't know how to fix it without messing up the rest of the game because Layton Lake is ok other than some of the missions. Check the south area in Hirschfelden. Dont't kill to much animals to save the need zones. Leveling in this area was very easy. Roe Deer, Wild boar and Fallow deer everywhere.
