I have a fuel filter on my fuel line and I will get fuel for about five minutes and then I will stop getting fuel to my filter. I think these might run more on the blackish mark, but if it's a real dark black it would indicate it is running rich which could explain the back fire. Definately shouldn't be wet (sign of plug fouling). As for the filter.
