The low cost of legendary items probably is a bit of an issue. I was basing my prices entirely on averages of the Sane Magic Item Prices, which does stop outliers like the holy avenger (Sane Price: 165,000 gp) from having as much impact as they should. If you wanted a quick fix, just increase the price to the DMG's 500,000 gp.

As with anything that attempts to price magic items based on their power level, this is subject to a lot of personal bias (For example, Sane Magic Item Prices has some ridiculous valuations in there because the creator's experience of 5e is somewhat unusual) and each table is going to have its own way of scaling money too.
