It advances the timing a bit at 5000 rpm, then retards it at 5500 rpm, causing the torque curve to effectively hit the wall. It's enough of a source of trouble and not enough of a benefit for Mercury to stock them for replacement.

It is slightly ported, 200hp exhaust and jetted carbs. It will give you a slightly better performance then the black max engine if it is still in good shape. Any other wires that are on those terminals go to either an idle stabilizer or an "advance" module.
