Yes and no. No: Asteroid mining has a bug where some rocks cannot be scanned. Yes: Go mine on Lyria, and don't waste your time in Aaron Halo/others. Lyria has bigger and better rocks. All rocks are scannable there. Search for cluster/chunk of rocks there, a cluster will always be Quantanium rocks. Basic scanning for mining on the Prospector is straightforward: hit the Tab key to enter scanning mode, then hold Left Mouse until the scanner charges, and release to make the scan happen.
