I didn't start my own religion, as all the Great Prophets were taken by the time I even started thinking about it. As a result, all of my cities are of different religions. Some cities I've captured with holy sites already built allow me to produce apostles and the like, but I don't get the option on the Apostle menu to start an inquisition.
