Plenty of files are only needed during install, first launch, are replaced, etc. It’s most likely files like these that Steam detects, but it has no way of knowing what is needed or not so it just downloads everything that comes with the game. If the ones failing to validate for you are different then this may be a different issue. Here is what worked for us: Navigate to your Helldivers 2 install directory and go to the Tools folder.
